Kent County Fiscal Year Changes

(Update March 8, 2023) 

Beginning January 1, 2023, Kent County started transitioning to a new fiscal calendar that runs from October 1 on September 30 (they previously operated on a calendar year).

Because of the County’s fiscal year calendar change, the timing of approvals by the Kent County Board of Commissioners for the annual budget process will happen differently than in past years.

How this affects future funding cycles:

The change in fiscal year dates will alter the RFP process beginning in 2023. First Steps Kent anticipates the 2023 RFP schedule as follows:

  • The 2023 pre-conference will happen in mid-April with a deadline to submit proposals in May.
  • Approval by the Kent County Board of Commissioners will happen over the summer.
  • The earlier RFP process will ensure that the Ready by Five Resident Proposal Review Board has adequate time to review and determine recommendations for funding before the new fiscal year begins on October 1.

Please Note: Beginning in 2024, all upcoming contracts will be awarded for 9-12 months at a time, depending on the scope of work. Awards will no longer be extended on a multi-year basis. This will ensure funds are available to be fully spent down by the end of the millage term in 2024.
